Jackson, Mississippi, Is Facing an Emergency Water Shortage. The immediate cause of the current water shortage are the floods that began to overwhelm the Pearl River weeks ago . These floods caused issues at local water-treatment plants, essentially shutting them down. After several days without water, the National Guard was deployed last week and lines for water at emergency distribution centers formed around the capital city.
